การบริหารปกครองกีฬาฟุตบอลสากลประกอบไปด้วยระบบการวางระเบียบและกลไกกํากับตนเองของกีฬาฟุตบอลสากลที่ถูกกำหนดเอาไว้โดยฟีฟ่า กฎสารบัญญัติและวิธีสบัญญัติของฟีฟ่าได้วางหลักเกณฑ์ ความสัมพันธ์ระหว่างผู้มีส่วนได้ส่วนเสียกับสถาบันต่าง ๆ ของฟีฟ่า ซึ่งสมาชิกของฟีฟ่า (เช่น สหภาพสมาคมฟุตบอลระดับภูมิภาคหรือสมาคมกีฬาฟุตบอลระดับชาติ) ต้องยินยอมผูกพันปฏิบัติตามมาตรฐานขั้นต่ำในการปกครองควบคุมกีฬาฟุตบอลนานาชาติที่กฎสารบัญญัติและวิธีสบัญญัติของฟีฟ่าได้กำหนดเอาไว้ การกํากับตนเองของฟีฟ่าอย่างอิสระได้สร้างหลักการว่าด้วยกระบวนการระงับข้อพิพาทของฟีฟ่าเองในทำนองที่เป็นอิสระจากองค์กรของรัฐหรือองค์กรระหว่างประเทศต่าง ๆ เหตุนี้เองการระงับข้อพิพาทตามกฎระเบียบของฟีฟ่าจึงกลายมาเป็นกระบวนการสำคัญที่เกิดขึ้นมาจากการกำกับตนเองของกีฬาฟุตบอลสากลโดยฟีฟ่า แล้วสมาชิกของฟีฟ่ายินยอมผูกพันให้ศาลกีฬาฟุตบอลและแผนกคดีต่าง ๆ ในศาลกีฬาฟุตบอลมาเป็นองค์กรระงับข้อพิพาทที่เกิดขึ้นในกีฬาฟุตบอลสากล ศาลกีฬาฟุตบอลและแผนกคดีต่าง ๆ ในศาลกีฬาฟุตบอลปฏิบัติงานในรูปแบบที่เป็นกระบวนการยุติธรรมอิสระเพื่อระงับข้อพิพาทในกีฬาฟุตบอล โดยมีอำนาจทำคำวินิจฉัยที่มีผลผูกพันต่อวงการกีฬาฟุตบอลสากล ในการปฏิรูปองค์กรระงับข้อพิพาทของฟีฟ่าในปี 2021 ฟีฟ่าได้บัญญัติกฎวิธีสบัญญัติว่าด้วยศาลกีฬาฟุตบอล (กฎสบัญญัติ) ซึ่งได้สร้างรูปแบบวิธีพิจารณาความใหม่ ๆ ให้เกิดขึ้น บทความฉบับนี้มุ่งศึกษาวิเคราะห์กลไกของศาลกีฬาฟุตบอลของฟีฟ่า รวมทั้งกระบวนการระงับข้อพิพาทในกีฬาฟุตบอลระหว่างคู่ความกับการปรับใช้กฎสารบัญญัติและวิธีสบัญญัติของฟีฟ่าที่เกี่ยวข้อง
