STRATEGY FOR ENHANCING STUDENT QUALITY OF LIFE WELFARE SCHOOL UNDER THE SPECIAL EDUCATION OFFICE, BASIC EDUCATION COMMISSION

Abstract

The purposes of this research were 1) to study the problems, ways, and
factors in the Welfare Education. 2) to develop the strategies in the Welfare Education.
and 3) to evaluate the strategies in the Welfare Education to lift up of students’ life
quality of welfare Education of Welfare School, Special Education Bureau, Office of
the Basic Education Commission guidelines. This research was divided into 3 phases as
follows : 1) studying the problems, ways, and factors in the Welfare Education. The
data were obtained by using questionnaire with enquiring 3 groups of personnel
consisting of 152 administrators, 338 teachers 254 basic school committees, and the
focus group discussion with 3 groups of personnel, 12 persons. 2) developing the
strategies in the Welfare Education by using SWOT analysis and making draft strategies
in workshops comprising of 3 groups of personnel consisting of 5 administrators, 10

teachers 5 basic school committees. In addition, critics and comments from 10 experts
were obtained, and 3) evaluating the readjusted strategies in 3 areas : propriety,
feasibility and utility in the Welfare Education by using questionnaire from 12 experts.
The findings were as follows:
1. The problems, ways, and factors in the Welfare Education. to lift up of
students’ life quality of guideline Welfare Education, Special Education Bureau, Office
of the Basic Education Commission were concluded in items : 1.1) students cares were
realized a lot of student per a teacher, the teachers were rare the skill in the nutrition,
healthy. The budget is not enough to maintain the instrument, kitchen utensils, healthy
projects, and environment development. 2) the education ; the course management
and the evaluation were not consistent the status of the students. The students were
rarely the life skills. The teachers were no career skills 3) student passing ; the least
guidance teachers to consult in academic and career.
2. The development the strategies in the Welfare Education to lift up of
students’ life quality of Welfare Education, Special Education Bureau, Office of the
Basic Education Commission. was listed as follows : 2.1) The conditions analysis : The
internal environments tend to the strength and the external environments tend to the
opportunity. 2.2) Constructed strategies in 3 items ; 1) students care 2) the education
3) student passing. Those items consisted of 3 strategies, and 16 measures.
3. Outcomes of the strategic assessment in the Welfare Education of Welfare
School, Special Education Bureau, Office of the Basic Education Commission. The
propriety, feasibility and utility of strategies were at a high level of assessment.
