ความโปร่งใสและความมีประสิทธิภาพของความร่วมมือระหว่างรัฐบาลและเอกชนในการบริหารจัดการข้อมูลผู้ได้รับบริการสาธารณสุขในสภาวะวิกฤติการแพร่ระบาดของโรคติดต่อ

การศึกษานี้มีวัตถุประสงค์เพื่อสำรวจและวิเคราะห์ความโปร่งใสและประสิทธิภาพของความร่วมมือระหว่างรัฐบาลและภาคเอกชนในการบริหารจัดการข้อมูลผู้รับบริการสาธารณสุขในสภาวะวิกฤติการแพร่ระบาดของโรคติดต่อ โดยมุ่งเน้นการคุ้มครองข้อมูลส่วนบุคคลตามพระราชบัญญัติคุ้มครองข้อมูลส่วนบุคคล พ.ศ.2562 จากการศึกษาพบว่ากฎหมายดังกล่าวมีความซับซ้อนและมีปัญหาในการนำไปปฏิบัติจริงโดยเฉพาะในหน่วย งานสาธารณสุขที่มีข้อจำกัดด้านงบประมาณและบุคลากรการอบรมเชิงปฏิบัติการเป็นวิธีการสำคัญในการเสริมสร้าง ความรู้และความเข้าใจให้กับบุคลากรทางการแพทย์เพื่อให้สามารถปฏิบัติตามกฎหมายได้อย่างถูกต้องและมีประสิทธิภาพ ผลการศึกษาชี้ให้เห็นว่า การสร้างนโยบายที่ชัดเจน การพัฒนาคู่มือและแนวทางปฏิบัติที่เป็นรูปธรรม รวมถึงการอบรมที่เน้นการปฏิบัติจริงเป็นปัจจัยสำคัญในการเสริมสร้างความรู้และความเข้าใจให้กับบุคลากร ประกอบกับการใช้เทคโนโลยีและระบบการจัดการข้อมูลที่มีความปลอดภัยจะช่วยลดความเสี่ยงในการละเมิดข้อมูลส่วน บุคคลและสร้างความเชื่อมั่นให้กับผู้ป่วยได้อย่างมีประสิทธิภาพ
