Legal Measures of Reef-Toxic Sunscreens Controlling

Abstract

Sunscreens are substances that protect the body from the harmful effects of ultraviolet radiation, the purpose of which is to prevent the damage of the sun's ultraviolet rays to the skin, which leads to the formation of melanin in the epidermis and skin cancer. But most consumers probably don't realize that using sunscreen can negatively impact coral reefs because it can harm coral larvae. Damages the reproductive system and causes coral bleaching. A study of legal measures in Thailand found no legal measures to deal with Reef-toxic sunscreens directly. Hence, the author proposes a solution to solve the current legal measures problem of reef-toxic sunscreens. These include the adaptation of foreign legal measures as a part or a prototype of Thai legal measures which is suitable for the situation of the state of affairs and social conditions in Thailand. The Cosmetics Act B.E. 2015 should be amended to define it as a prohibited substance and the manufacturing and distribution of Reef-toxic sunscreens should be controlled. Furthermore, Legal measures to ban the import into the Kingdom of cosmetics containing reef-toxic sunscreens under the Import and Export of Goods Act B.E. 2522
