Abstract

The purpose of this research was to explore key issues in the development of schools under the Bangkok Metropolitan Administration in alignment with the National Strategy for Human Capital Development and Strengthening. The study employed Ethnographic Delphi Futures Research (EDFR) techniques, involving interviews with 19 experts, including education policymakers, implementers of education policies, and school administrators responsible for policy execution. The research instruments included unstructured interviews and questionnaires. Data were analyzed using median, mode, interquartile range, and content analysis. The findings revealed eight key areas for school development in alignment with the National Strategy, i.e. 1) students, 2) teachers, 3) school administrators, 4) learning management, 5) management processes, 6) learning resources, 7) education system, and 8) physical well-being and sports development.
