Abstract

Field data were collected from 5 groups of key informants: local parents; Related staff groups Community Leadership Group Local Wisdom Group or Local Wisdom and the executives of local government organizations By purposive selection according to the representative nature of the appropriate group of 25 photographs or people, a semi-structured interview was used. with a content validity index (S-CVI) of 1.00 as a tool for data collection. by analyzing the data by using contextual content analysis techniques and focus group discussions of 10 experts or people. The data were analyzed by content analysis technique with context.
