Participatory Accident Safety Management for Secondary School Students in Mueang District, Chonburi Province

Accidents in secondary schools within Mueang District, Chonburi Province, have posed continuous challenges affecting student safety. Statistical data indicate risks associated with infrastructure, school environments, commuting, and field trips. This study aimed to (1) examine problems and obstacles in participatory accident prevention and safety management in secondary schools within the district, and (2) identify strategies to enhance participatory approaches for improving safety management. A qualitative research design was employed. Key informants included 25 participants from seven groups: school administrators and teachers (11), police officers (2), community leaders (2), safety experts (2), emergency medicine staff from Chonburi Hospital (2), Chonburi Municipality officers (2), and parent association representatives (4). In-depth interviews were used as the research instrument, and data were analyzed through content analysis. The findings revealed major problems and obstacles in safety management: school buildings and facilities, commuting, field trips, school grounds, and surrounding environments. Critical issues included insufficient safety measures, limited stakeholder collaboration, and the absence of systematic risk assessment. Development strategies for participatory safety management should emphasize safety management mechanisms, evaluation and monitoring, safety information dissemination, participatory decision-making, and policy support. These elements are vital to strengthening preventive and corrective measures for accidents in secondary schools.
