บทคัดย่อ

บทความนี้ศึกษาการเปลี่ยนแปลงของการบริหารภาครัฐท่ามกลางกระแสโลกาภิวัตน์ ซึ่งส่งผลให้ขอบเขตอำนาจของรัฐลดความแน่นแฟ้นลง และจำเป็นต้องพัฒนากลไกการบริหารให้มีความโปร่งใส คล่องตัว และมีความร่วมมือระหว่างภาครัฐ ภาคเอกชน และภาคประชาสังคมมากขึ้น โดยบทความวิเคราะห์พลวัตหลัก ได้แก่ การลดทอนอำนาจรัฐ การเพิ่มขึ้นขององค์กรระหว่างประเทศและเครือข่ายข้ามชาติ การปฏิรูปรัฐสมัยใหม่ และความท้าทายด้านธรรมาภิบาลในโลกไร้พรมแดน พร้อมทั้งเสนอแนวทางการปรับตัวของการบริหารภาครัฐเพื่อรักษาความสามารถในการกำกับดูแลและการตอบสนองต่อพลเมืองในศตวรรษที่ 21
