HIRI-OTTAPPA AND THE DEVELOPMENT OF GOOD GOVERNANCE IN GOVERNMENT ORGANIZATIONS

This academic article aimed to examine the application of Hiri-Ottappa Principles namely, moral shame, (Hiri) and moral fear (Ottappa), in promoting good governance within public sector organizations. The study employed documentary analysis methodology, drawing from the Tipitaka, Mahachulalongkornrajavidyalaya Edition and academic literature on governance. The findings revealed that Hiri-Ottappa could serve as an internal control mechanism for public sector personnel, sustainably enhancing transparency, accountability, and organizational integrity. Hiri-Ottappa also helped bridge gaps in external control systems and empowered good governance principles to become genuine organizational culture. Therefore, the Hiri-Ottappa principles could be effectively applied to promote good governance in public sector organizations.
