TOTSAPITRAJADHAMMA FOR PUBLIC ADMINISTRATORS IN THE 21ST CENTURY

This academic article aims to study and propose the application of the Buddhist principle Dasa-Raja-Dhamma, comprising ten royal virtues generosity, morality, renunciation, honesty, gentleness, self-discipline, non-anger, non-violence, patience, and impartiality in the context of 21st-century public administration, which is shaped by rapid changes in social, economic, and technological dimensions. This ethical analysis links the traditional virtues with contemporary administrative theories such as Good Governance, Ethical Leadership, and Participatory Governance. The findings suggest that Dasa-Raja-Dhamma can serve as a moral foundation for ethical leadership, accountability, and justice, while also restoring public trust and enhancing sustainability within the Thai bureaucratic system.
