GUIDELINES FOR POPULIST POLICY FORMULATION ACCORDING TO ADHIPATEYYA

Abstract

Populist policies were important for the people. The formulation of populist policies was based on the problems of most of the people that needed to be solved. However, some problems were only the needs of some specific groups of people. Policy formulation that was conducted to serve the needs of a particular group or conducted to give a profit from some groups was not correct in principle. Therefore, populist policy formulation must follow careful principles, methods, and practices, including the application of Buddhist principles in the process of populist policy development. The principles of Buddhism that should be applied were the 3 principles of Adhipateyya, which included Attadhipateyya: supremacy of self, Lokadhipateyya: supremacy of the world, and Dhammadhipateyya: supremacy of the Dhamma. The application of the 3 principles of Adhipateyya will support the formulation of populist policies with precision and appropriateness and serve the needs of the people.
