Abstract

This article aims to analyze the relationship between citizen participation in local elections and the development of grassroots democracy. By employing conceptual analysis and a synthesis of contemporary political theories such as Political Efficacy, Participatory Democracy, Deliberative Democracy, and Political Accountability as an explanatory framework, the study finds that participation is not limited solely to the act of voting. Instead, it encompasses election campaigning, public deliberation, post-election monitoring, and collaborative local policymaking. Furthermore, the article proposes a relational model explaining that citizen participation serves as a central mechanism driving transparency, accountability, decentralization, and political legitimacy at the local level. Consequently, grassroots democracy attains strength and sustainability only when participation evolves into continuous power oversight grounded in public reason.
