THE MANAGEMENT MODEL OF CHATUCHAK WEEKEND MARKET AFTER THE COVID-19 PANDEMIC CRISIS

Abstract

This research article aimed to: 1. examine the effectiveness of public administration and management of Chatuchak Market in the aftermath of the Coronavirus Disease 2019 (COVID-19) crisis; 2. assess the level of administrative performance and governance capacity; and 3. develop an effective post-crisis governance model. Grounded in the frameworks of Good Governance, New Public Management (NPM), and public sector resilience, this study employed a mixed-methods approach integrating quantitative and qualitative designs. Quantitative data were collected from 60 supervisory and operational personnel purposive sampling. Data were analyzed using frequency, percentage, mean, and standard deviation. Qualitative data were obtained from in-depth interviews with nine key informants and analyzed interpretive analysis.

The findings revealed that: 1. the overall effectiveness of administration and management was at a moderate level (μ = 3.33), with COVID-19 prevention measures rated high (μ = 3.41), while stakeholders’ quality of life (μ = 3.39) and organizational goal attainment (μ = 3.35) remained moderate; 2. governance and administrative capacity were also moderate (μ = 3.20), particularly in regulatory frameworks (μ = 3.39), administrative capacity (μ = 3.27), and monitoring and evaluation (μ = 3.25), reflecting institutional constraints; and 3. the proposed CJAM Model comprises five components: policy and strategic direction, organizational structure and processes, technological and service innovation, stakeholder engagement, and continuous monitoring and improvement. The findings contribute to the discourse on adaptive and resilient governance in post-crisis urban public management.
