Abstract

This academic article aims to propose a conceptual framework of exemplary leadership of good politicians, understood as a value-based and system-oriented pattern of behavior rather than merely an individual moral attribute. The framework seeks to guide the exercise of political power toward legitimacy, transparency, and a firm commitment to the public interest as its core principle. Such leadership plays a crucial role in fostering the legitimacy of state authority, strengthening public trust, and enhancing the effectiveness of public policy. The framework comprises eight key dimensions: 1. integrity and moral commitment; 2. accountability for one’s actions and performance; 3. visionary leadership; 4. consistency between words and actions (leading by example); 5. impartiality and fairness; 6. respect for rules and democratic processes; 7. selflessness and prioritization of the public good; and 8. the ability to build collaboration and trust. Collectively, these dimensions reflect the core elements of modern political leadership, namely ethical responsibility, strategic vision, and adherence to democratic processes and participation. Integrating these dimensions contributes to the social acceptance of power, facilitates effective policy implementation, and strengthens cooperation and sustainable development, particularly within the context of local politics.
