GUIDELINES FOR DEVELOPING THE SUPPLY AND PROCUREMENT ADMINISTRATION IN THE SCHOOLS UNDER UDON THANI PRIMARY EDUCATIONAL AREA OFFICE 4

Abstract

This research aims to explore the condition, problems, and guidelines for developing of
the supply/procurement administration of the schools under Udon Thaini Primary Educational Service
Area Office 4. Purposively selected, the samples consisted of 288 informants. The research instrument
was a 5-level rating scale questionnaire whose reliability was 0.86. The statistics used for data
analysis were frequency, percentage, mean, standard deviation, and content analysis. These results of
the research were found: 1. Pertaining to the supply/procurement administration, the study indicated
that the overall school supply/procurement administration was at the high level. Of all aspects, the
storage, records, and disbursement had the highest mean while the lending and removing the
supply/inventory from the list contained the second highest mean. However, the maintenance and
examination of the supply/inventory had the lowest mean. 2. Of the supply/procurement administration
problems, these issues were ranked from the most to the least: the records of supply/ inventory lending
and disbursement were not strictly performed in compliance with the regulations, the lent materials
were not checked or returned according to the due dates, there were no training courses of
maintaining, storing, or fixing the supply/inventory for the school personnel, the school administrators
did not support or allow the supply/procurement personnel to pursure knowledge, increase their
capacities of, and learn the practical guidelines for removing the supply/procurement. 3. These practical
guidelines were given for developing the supply/procurement administration and they were placed from
the most to the lowest frequencies: durable supplies/articles should be checked and repaired regularly
before using, the records and lists of supply/article should always be examined and updated,
information and records of durable articles should be systematically controlled and always updated
whereas the unfixable durable articles and supplies should be stored at the provided place and they
should be removed from the list at the scheduled time, the personnel who are in charge of the
supply/procurement jobs should be allowed to undertake the training courses to gain knowledge and
comprehension of supply/procurement regulations.
