DIMENSIONS FOR ASSESSING THE EFFECTIVENESS OF SUBDISTRICT ADMINISTRATIVE ORGANIZATIONS

The sub-district administrative organizations have evolved continuously from the past to the present. That is to say, the Tambon Council and Sub-district Administrative Organization Act, B.E. 2537 and the amendments from then to the present allow the sub-district organizations to become a legal/juristic persons who are able to act as the single entity. Under an enforcement of the laws, this Act bestows the authorities upon the Sub-district Administrative Organizations to develop their jurisdictions in terms of economy, society, culture, and public services. Currently, the concept of Balanced Scorecard (BSC) has been applied to assess the efficiency and effectiveness of the sub-district administrative organization's performance. According to the concept of Balanced Scorecard, 4 dimensions are included in the evaluation framework, namely 1) the effectiveness of the missions, 2) the efficiency of the performances, 3) the quality of service, and 4) the organizational development.
