This study is a research and development of the English language proficiency of the first year students of Valaya Alongkorn Rajabhat university under Royal patronage, Pathum Thani province, in order to know how well students are able to learn English throughout their semester. The objectives of the study are (1) to develop a set of English language proficiency measurement to be effective according to the criteria 80/80 (2) to compare the achievement in English language ability that was taught by using the English language proficiency test and (3) to study the English skills of students. The study found that: (1) The results of the development of the English language efficiency measurement test from the calculation of the efficiency value of the teaching set (E1 / E2) that was found that the set of the test has developed with an efficiency (E1 / E2) with an average of 81.70 / 89.48, which the process of (E1) is equal to 81.70 and 89.48 is for (E2) that is higher than the criteria: 80/80. It shows that the English language efficiency measurement set followed in the criteria. (2) The results of English skills comparison, it was found that the students had progress in learning achievement with an effectiveness by equal to 8.273. (3) The results of the English ability of students found that the skills with the highest scores were listening for details, followed by the listening for prediction and listening for finding specific details and inferences respectively.
