THE PERSONNEL ADMINISTRATION OF SCHOOLS UNDER UDON THANI PRIMARY EDUCATIONAL SERVICE AREA OFFICE 4

The purposes of this study were to investigate the state and problems of personnel
administration in schools under Udon Thani Primary Educational Service Area Office 4 while exploring
and gaining guidelines on developing personnel administration in these schools. Purposively selected,
the samples included 277 personnel who were the informants/respondents of the research tool for
collecting the data i.e. a 5-level rating scaled questionnaire with 0.86 reliability The statistics employed
for data analysis were percentage, mean, standard deviation and content analysis. The research
revealed these results: 1. The overall personnel administration in these schools was at the high level. Of
all aspects, enhancing the efficiency of performing the governmental functions gained the highest mean
while manpower and tenure/office incumbency planning contained the second highest mean.
Nevertheless, disciplinary abidance and resignation had the lowest mean. 2. Concerning the personnel
administration problems, the study showed that the personnel did not have any involvement/
participation in manpower and assigning the offices appointing positions. There was a lack of public
relations or publicizing for the recruitment. In addition, no system was imposed to assist the personnel
who had difficulty in performing their jobs; there was no process to help the personnel to comprehend
the disciplines and regulations, either. 3. These guidelines were obtained for developing the personnel
administration. The personnel should be given an opportunity for taking part in the meeting of planning
the manpower and assigning the offices/appointing positions. Personnel selection/examination and
recruitment should be publicized. The personnel should be promoted and encouraged to independently
employ their knowledge and skills to improve their jobs. Disciplines and regulations should be
emphasized and difficulty in or problems of work should be reduced.
