The purposes of this research are 1) To study the condition of academic administration in the
21st Century; 2) To study the 21st Century Learner Skill Levels; 3) To study the guidelines for academic
administration in order to promote learning skills of 21st Century learners at Kud Bak Network Center,
Sakon Nakhon Primary Educational Service Area District Office 1. The population and the sample group
is consisted of 14 schools. The respondents are: 14 administrators and 53 teachers, amounting to 67
persons selected by Purposive Sampling. The research instrument is a questionnaire. The index of item
objective congrurnce (IOC) was between 0.67 – 1.00 and and the reliability of the questionnaire was
0.94. Data analysis content based analysis using statistics such as frequency, percentage, mean,
standard deviation. The results of the research are as follows: 1. Overall, the academic administration in
the 21st century is at a high level 2. The Learning skills of learners in the 21st century overall is at a
high level. 3. The Academic administration guidelines for promoting learning skills of learners in the 21st
century of Kud Bak Network Center, Sakon Nakhon Primary Educational Service Area District Office 1 in
the academic administration aspect are as follows; Provide training for teachers to acquire knowledge in
teaching and learning; facilitate management measurement and evaluation as well as the production
and use of various and modern media and equipment; continuous supervision and is in line with the
development needs of educational institutions. The learning skills of learners in the 21st Century are as
follows: Teachers must organize activities for students to plan, and to be having the knowledge of
analytical thinking, problem solving, summarizing and its use; Organize training for teachers to gain
knowledge, regarding media and technology; Organize moral training for students in the form of a
moral camp and insert in the content of various subject groups by integrating during the course
modules.
