SUPPORTING FACTORS AFFECTING THE WELFARE MANAGEMENT FOR THE ELDERLY LOCAL ADMINISTRATIVE ORGANIZATIONS IN NA KAE DISTRICT, NAKHON PHANOM PROVINCE

Abstract

The objectives of this independent study were : 1) to examine the level of elderly welfare management in local administrative organizations in Na Kae District, Nakhon Phanom Province; 2) to assess the level of supporting factors of the elderly welfare management in local government organizations in Na Kae District, Nakhon Phanom Province; 3) to investigate the factors influencing elderly welfare management in local government organizations in Na Kae District, Nakhon Phanom Province; and 4) to identify obstacles and provide suggestions for improving elderly welfare management in local government organizations in Na Kae District, Nakhon Phanom Province. The study included 216 participants, calculated using Tharo Yamane's formula from a population of 466 individuals. The tool used to collect data was a 5-level rating scale questionnaire and statistical analyses included frequency, percentage, mean, standard deviation, Pearson's correlation coefficient, and multiple regression analysis. The results of the study found that: 1) The level of elderly welfare management of local administrative organizations in Na Kae District, Nakhon Phanom Province. The overall supporting factors were at the highest level. Management of elderly welfare regarding health and medical care, income, and recreation, social security, family and protection in the creation of social services and the support network was at a high level, while the level of housing was low. 2) The level of supporting factors of the elderly welfare management in local administrative organizations in Na Kae District, Nakhon Phanom Province. Overall supporting factors were at the highest level. Vision and budget supporting factors were at the highest level, while personnel factors regarding municipal ordinances/regulations and participation were at a high level. 3) Factors affecting the welfare management of the elderly in local administrative organizations in Na Kae District, Nakhon Phanom Province. Vision, budget, and participation had an effect on the welfare management of the elderly in local administrative organizations in Na Kae District, Nakhon Phanom Province. Personnel factors and municipal ordinances/ordinances did not affect the management of the welfare of the elderly in local government organizations in Na Kae District, Nakhon Phanom Province. The study on the issues and obstacles in managing the welfare of the elderly by local administrative organizations in Na Kae District, Nakhon Phanom Province, revealed several key findings. There was an insufficient number of healthcare personnel, the local administrative organizations lacked the budget and equipment, and there was a need for healthcare services to provide at the residences of the elderly. Additionally, the elderly people were unable to engage in occupations, and there were limited occupational opportunities for them. The relevant laws and regulations were not clear. The recommendations included increasing the number of healthcare personnel, the government should support the budget and equipment, amending the relevant laws and regulations to make them clearer, and the government should find markets to support the products made by the elderly.
