Abstract

The EU’s Forest Law Enforcement, Governance and Trade Action Plan is part of the environment policies, which ban illegal logging within the EU. The action plan may be Non-tariff measures under the WTO Framework Agreements, which EU is a member of the WTO. This Article is study on consistency of the EU’s action plan under the WTO Framework Agreements. The study found that the EU’s action plan had conflict with the obligation of WTO. Also, the EU can not apply the exception of WTO agreements to enforce other state. Conclusion, the EU’s Forest Law Enforcement, Governance and Trade Action Plan is not consistent and conflict on the agreements of WTO.
