แนวทางและมาตรการส่งเสริมและสนับสนุนกิจการอวกาศ: ศึกษากรณีจัดตั้งกองทุนส่งเสริมกิจการอวกาศของประเทศไทย

การศึกษาวิจัยนี้มีวัตถุประสงค์เพื่อหาแนวทางและมาตรการการจัดตั้งกองทุนส่งเสริมกิจการอวกาศของประเทศไทย โดยได้วิเคราะห์แนวทางการดำเนินงานของประเทศต่าง ๆ ใน 3 กลุ่มหลัก ได้แก่ กลุ่มประเทศมหาอำนาจทางด้านอวกาศ กลุ่มประเทศที่มีความก้าวหน้าทางด้านอวกาศ และกลุ่มประเทศกำลังพัฒนาทางด้านอวกาศ ผลการศึกษาพบว่า สหรัฐอเมริกามีระบบบริหารจัดการที่มีประสิทธิภาพสูงสุด โดยมีกรอบกฎหมายที่ชัดเจน กลไกการสนับสนุนทางการเงินที่หลากหลาย และความร่วมมือระหว่างภาครัฐและเอกชน ขณะที่จีนมีการพัฒนาระบบที่ผสมผสานการควบคุมโดยรัฐและการเปิดรับภาคเอกชน โดยเน้นการพัฒนาครบวงจรในด้านการวิจัยและพัฒนา การลงทุน และโครงสร้างพื้นฐาน และญี่ปุ่นให้ความสำคัญกับนโยบายพื้นฐานของกองทุนยุทธศาสตร์อวกาศ โดยมุ่งเน้นกิจกรรมการขนส่ง ดาวเทียม และการสำรวจ และทั้งนี้ พบว่า ระดับการพัฒนาทางอวกาศไม่ใช่ตัวกำหนดเพียงอย่างเดียวในการมีกรอบนโยบายที่สมบูรณ์ แต่ขึ้นอยู่กับการวางแผนเชิงยุทธศาสตร์และความมุ่งมั่นในการพัฒนาโครงสร้างพื้นฐานของแต่ละประเทศ สำหรับข้อเสนอแนะต่อประเทศไทยในการจัดตั้งกองทุนส่งเสริมกิจการอวกาศที่มีประสิทธิภาพนั้น เห็นควรนำแนวทางสหรัฐอเมริกาและฟิลิปปินส์ มาปรับใช้ในด้านกฎหมายและระเบียบ ส่วนแนวทางของจีนมาปรับใช้ในด้านโครงสร้างการบริหารจัดการและการระดมทุน แนวทางญี่ปุ่นมาปรับใช้ในด้านนโยบายที่ยืดหยุ่น และควรมีความชัดเจนของกรอบกฎหมายเน้นการจัดทำกรอบกฎหมายและโครงสร้างพื้นฐานที่ชัดเจน การบริหารจัดการและโครงสร้างองค์กรที่เหมาะสม นอกจากนี้ ในการจัดตั้งกองทุนส่งเสริมกิจการอวกาศของประเทศไทยควรเป็นการผสมผสานแนวทางที่ดีที่สุดจากประเทศต่าง ๆ ที่คำนึงถึงบริบทและศักยภาพของประเทศ โดยเริ่มต้นด้วยกรอบนโยบายและกฎหมายที่ชัดเจน มีโครงสร้างการบริหารจัดการที่มีประสิทธิภาพ และการใช้งบประมาณในการพัฒนาโครงสร้างพื้นฐานทางอุตสาหกรรมอวกาศอย่างเป็นระบบสอดคล้องกับยุทธศาสตร์การพัฒนาประเทศในระยะยาว
