Abstract

“Law” is the rule of society. The law is intended to provide frameworks and guidelines in order to prevent violation of right or misconducting. However, law is merely consonant. The roles of people involved in law, legislators, and law enforcers are more important. If their actions are in accordance with the royal speeches of the late King Bhumibol Adulyadej, and His Majesty King Maha Vajiralongkorn, the situation where the woman is raped, but the offender cannot be found would not happen. If the inquiry officer has taken the royal speeches as practice guideline, although there is no eye witness, the offender would be located and punished due to the collection of evidence conducted by the inquiry officer. This would bring justice to the victims and the society. This also applies to situation where state officials are plaintiff’s witnesses. If judges work as persons who are highly experienced, they would be able to bring justice to the defendants. The defendants can therefore go back to their normal life and make a positive contribution to the society.
