Abstract

Provincial Development Planning drafted by the Community Organization Council provides a
process for change concept and practice in Community Development Administration using the bottomup
management approach. The plan is constructed in order to promote the civil sector to formally make
a community and local development plan with principles. The construction of the Community
Organization Council’s Provincial Development Planning, therefore, complies with the purposes of the
Community Organization Council Act B.E. 2551 (2008); the Act requires the local government
organizations as well as the provincial governments to support the civil/people sector’s participation in
preparing and proposing the community development plan. After the civil/people’s sector’s proposals
have been approved, the proposed ideas will be processed and included in the Local Development Plan
and the Provincial Development Plan.
This article summarizes the Provincial Development Planning proposed by Sakon Nakhon
Community Organization Council in the year 2021. The planning procedure incorporated 3 stages as
follows: (1) developing the potential of leaders of Sub-district Community Organization Council, (2)
developing and submitting the Sub-district Development Plan to be included in the Provincial
Development Plan, and (3) integrating the Provincial Development Plan into the Provincial-Group
Development Plan.
