Public Sector Policy Innovation Toward Cashless Society of Thailand

Abstract

The Strategic Plan for the Developmental of National e-Payment Master Plan announced a Cashless Society policy since 2015 resulted in the study of this research. The objectives of this study were to 1) investigate the state of Thai and the rest of the world in terms of a cashless society, 2) study the government’s policy on cashless society, and 3) examine the implementation of the cashless society through the policy of the Ministry of Finance. This study employed qualitative methods and in-depth interviews. The study revealed that there were eight measures to implement cashless society as follows: 1) the use of e-payment within the government agencies, 2) the use of e-payment for government agencies and individuals, 3) the promotion of e-payment, 4) the development of the e-payment system 5) the development of e-payment policies, regulations and laws, 6) the determination of the policy-level payment plan, 7) the hands-on experience with e-payment in the public sectors, and 8) the establishment of the framework for government technology. All of the measures were driven by three components which were man, strategy, and communication.
