Guideline for Academic Administration According to the Principles of Good Governance of School Administrators under the Office of Phra Nakhon Si Ayutthaya Secondary Education Service Area

Abstract

The purposes of this research were: 1) study the conditions and problems of academic administration according to the principles of good governance of school administrators; and 2) presenting guidelines for academic administration according to the principles of good governance of school administrators. The research procedure included 2 stages. Stage 1 was studying the conditions and problems of academic administration according to the principles of good governance of school administrators. The sample group, using stratified sampling, consisted of 297 school administrations and teachers under the office of Phra Nakhon Si Ayutthaya Secondary Education Service Area. The research instrument was a questionnaire. The reliability of the conditions was at 0.97. The reliability of the problems was at 0.99. Statistical analysis was conducted using mean, and standard deviation. Stage 2 was presenting guidelines for academic administration according to the principles of good governance of school administrators. The key informants, obtained from purposive sampling, included 5 experts. The research instrument was a semi-structured interview and analyze the data with content analysis techniques. The research results revealed as follows:                      1) conditions of academic administration according to the principles of good governance by educational institution administrators. Overall, there is a high level of compliance. The aspect with the highest average was the curriculum development aspect of the educational institution, followed by the aspect of teaching and learning management. And the aspect with the lowest average was measurement, evaluation, and academic administration problems according to the principles of good governance of educational institution administrators. Overall, there were low levels of problems. The aspect with the highest average is the development and use of technological media for education, followed by the aspect of teaching and learning. And the aspect with the lowest average is the measurement and evaluation aspect; and 2) guidelines for academic administration according to the principles of good governance of educational institution administrators Consisting of 25 action items, classified into 5 areas: 2.1) curriculum development of educational institutions There are 7 action items, such as: Educational institution administrators should set policies. and clear goals for developing school curriculum to distinguish which part of the work will be assigned to teachers and which personnel will be responsible; 2.2) In terms of teaching and learning management There are 5 action items, such as educational institution administrators should assign teaching tasks that are consistent with knowledge teacher's abilities; 2.3) in terms of measurement and evaluation, there are 4 action items, such as educational institution administrators should organize meetings to provide opportunities for teachers and personnel to jointly recognize problems. Office of the Basic Education Commission and Secondary Educational Service Area Offices involved in educational supervision; and 2.5) development and use of technological media for education There are 5 action items, such as educational institution administrators should study government regulations for the procurement of educational technology media.
