บทคัดย่อ

งานวิจัยชิ้นนี้ เป็นการสำรวจความสัมพันธ์แบบอุปถัมภ์ (clientelism) ภายใต้ระบอบ คสช. (ปี พ.ศ. 2557-2562) เป็นการศึกษาเครือข่ายที่ไม่เป็นทางการ ระหว่างตัวแสดงต่าง ๆ ทางการเมือง โดยใช้กรอบความสัมพันธ์แบบอุปถัมภ์กับระบอบการเมือง คำถามหลักของงานวิจัยนี้วางไว้ในระดับรัฐกับประชาชน เพื่อดูว่าเครือข่ายระหว่างผู้มีอำนาจรัฐกับประชาชน และเครือข่ายระหว่างนักการเมืองกับประชาชนนั้นได้ถูกเปลี่ยนแปลงไปอย่างไรในระบอบ คสช. ความสัมพันธ์ในด้านนี้ ไม่ได้เป็นเพียงเครื่องมือทางการเมืองในการระดมคะแนนเสียงเท่านั้น แต่มันคือตัวกำหนดแบบแผนความสัมพันธ์ของตัวแสดงต่าง ๆ ทางการเมือง กำหนดความเป็นองค์กรของพรรคการเมือง และแบบแผนการปฏิบัติที่ส่งผลต่อพลวัตทางการเมือง ผู้วิจัยได้ใช้ข้อมูลจากเอกสาร การสัมภาษณ์เชิงลึก และการสังเกตการณ์ในพื้นที่จังหวัดต่าง ๆ พบว่าภายใต้ระบอบนี้ได้ใช้ความสัมพันธ์แบบอุปถัมภ์ในหลากหลายรูปแบบ เพื่อทำลายความสัมพันธ์ระหว่างนักการเมืองกับประชาชน และพรรคการเมือง ซึ่งเป็นความสัมพันธ์เชิงสถาบันที่สำคัญอันหนึ่ง การเมืองเช่นนี้ส่งผลให้เกิดการกลับคืนสู่การเมืองแบบเก่าที่ใช้ความสัมพันธ์ระหว่างตัวบุคคลและการพึ่งพาระบบราชการ อันทำให้การพัฒนาประชาธิปไตยเกิดขึ้นได้ยากยิ่งขึ้น
