การมีส่วนร่วมในกระบวนการที่ไม่มีส่วนร่วม?: มุมมองต่อการจัดการน้ำหลังเหตุการณ์น้ำท่วมใหญ่ พ.ศ. 2554

การปฏิรูปโครงสร้างการอภิบาลน้ำของไทยเกิดขึ้นหลังจากเหตุการณ์น้ำท่วมใหญ่ พ.ศ. 2554 เพื่อลดความเสี่ยงอุทกภัยและสร้างความมั่นคงในภาคการผลิต มีผลต่อสมดุลอำนาจทั้งในการกำหนดนโยบายและการปฏิบัติตั้งแต่ในระดับชาติจนถึงท้องถิ่น บทความปริทัศน์ชิ้นนี้สะท้อนความก้าวหน้าและความท้าทายในการจัดการน้ำของประเทศไทยภายใต้กรอบแนวคิดการอภิบาลน้ำแบบมีส่วนร่วม ผลการศึกษาพบว่าการจัดการน้ำในปัจจุบันเริ่มให้ความสำคัญต่อวิถีชีวิตผ่านการใช้พื้นที่รับน้ำนองและโครงการจัดการน้ำชุมชนด้วยข้อมูลสารสนเทศ แต่มิได้ทำให้เกิด “จุดเปลี่ยนแห่งความร่วมมือ” อย่างแท้จริง เนื่องจากการเปลี่ยนศูนย์อำนาจการจัดการน้ำไปสู่ระบอบรัฐราชการอย่างเข้มข้น ทำให้ชาวชนบทที่รองรับน้ำท่วมให้ภาครัฐมีวิถีชีวิตอยู่บนความไม่แน่นอน และยังเปิดโอกาสให้ภาคการเมือง ภาคประชาสังคม ชุมชนท้องถิ่น และภาคส่วนอื่น ๆ ในการมีส่วนร่วมกำหนดนโยบายน้อยเกินไป จึงขาดการบูรณาการความรู้ที่หลากหลาย และการกำหนดสิทธิในการจัดการน้ำร่วมกันอย่างเสรี การต่อรองระบอบอภิบาลน้ำควรต้องดำเนินต่อไปให้สอดคล้องกับความต้องการที่แท้จริงของสังคม
