The objective of this research is to evaluate the governance of the primary health system of the Subdistrict Health Promotion Hospitals that has been transferred to the Provincial Administrative Organizations in the 2023 fiscal year. The results of the literature review generated a research concept framework that combiner together The World Health Organization's pastoral care model and the Thai primary health system model. In terms of research methods, the research team chose to use a qualitative research method to survey and explain what occurred (Exploratory with Descriptive Case Study). The research findings are that the governance of Thailand's primary health care system is still in its infancy. Various mechanisms are still more form than substance. Improvements are needed at the local, provincial, and national levels.
