Fostering Digital Government Systems to Facilitate Business Operations: A Qualitative Evaluation Research of the Thai Case

Today, advances in technology are rapidly changing economies and societies. Naturally, government needs to adopt digital technology to ensure that socio-economic transformations and the dividends thereof are efficiently managed. Over the past years, digital technology has been considered as one of the essential features of the Thai national strategy in enhancing modernisation. However, the Thai government has faced many challenges in achieving inclusive digital transformation. A qualitative approach was employed in this study to examine how digital adoption has been used in public e-Services, particularly e-Tax Invoice and e-Filing (the Revenue Department), e-Registration (Department of Business Development), e-Customs (the Customs Department), and e-Payment (Social Security Office) to gain insights into the dynamics of digital era governance. The study examined their impacts and the success factors in the implementation of public e-Services and offered comprehensive recommendation to related line agencies to facilitate business operations. This study found that narrowing the digital divide, strengthening digital literacy, and designing government architecture have significant impacts upon shaping digital adoption to respond to public needs and expectations.
