Retirement Extension for Public Service Personnel Policy: An Analytical Study of Policy Implementation in Thailand

This study was a situational investigation into the retirement extension for public service personnel policy in Thailand. The study aimed to analyze the factors contributing to policy success or failure so as to make recommendations for greater effectiveness. Qualitative research methods, involving documentary research and in-depth interviews with civil servants generally and those in higher education institutes. The findings were that over the years 2009-2018 there were not many career extensions after retirement. Key factors affecting success and failure were lack of policy clarity, wherever it was to take care of older persons in an aged society or to manage shortages of staff in the government bureaucracy. This lack of clarity led to different kinds of understanding of the objectives, as between the agency making the policy and the agencies implementing it. Such a situation resulted in political problems associated with favoritism. The study recommended that the characteristics and objectives of the policy be made clearer in intention and thus able to effectively solve the associated problems.
