บทคัดย่อ

บทความวิจัยนี้ศึกษานโยบายกัญชาของประเทศไทยภายในทิศทางเป็นเสรีนิยมมาก มีข้อกังวลเกี่ยวกับการใช้กัญชาในประเทศไทย และมีความสับสนในความพยายามย้อนกลับไปเป็นอนุรักษนิยมอีกครั้งด้วย จุดประสงค์ศึกษากระบวนการนโยบายกัญชาของประเทศไทยในรายละเอียด มีคำถามวิจัยว่า นโยบายกัญชาของไทยมีลักษณะอย่างไร มีสมมติฐานว่า มีข้อห่วงใยอย่างมากในนโยบายลักษณะเสรีนิยมนี้มีความสับสนที่นโยบาย อาจย้อนกลับเป็นอนุรักษนิยมอีกครั้ง และมีการเมืองอยู่ภายในกระบวนการนโยบายกัญชา งานวิจัยใช้แนวคิดด้านความไม่แน่นอนทางวิทยาศาสตร์และความชาญฉลาดของประชาธิปไตยเป็นกรอบการศึกษา ประกอบการวิเคราะห์ตอบคำถามวิจัย ขอบเขตด้านเวลาในการศึกษาอยู่ระหว่าง พ.ศ. 2561-2567 งานวิจัยใช้ข้อมูลทุติยภูมิในการศึกษาประกอบด้วย หลักฐานการรายงานของสื่อมวลชนถึงกระบวนการนโยบายกัญชาไทย และเอกสารนโยบายสาธารณะด้านกัญชา เช่น ประกาศกระทรวง สำหรับข้อค้นพบและการวิเคราะห์ บทความวิจัยถกแถลงถึงความกำกวมในการเป็นสารเสพติดเป็นลักษณะของพืชกัญชา ที่อธิบายด้วยแนวคิดความไม่แน่นอนทางวิทยาศาสตร์ กัญชาได้รับการตีความว่าสามารถใช้ได้ทั้งในทางการแพทย์และในทางสันทนาการด้วย เกิดข้อห่วงใย และจำเป็นต้องติดตามดูแลการแพร่หลายของผลิตภัณฑ์กัญชาในอาหาร งานวิจัยวิเคราะห์อภิปรายการเมืองภายในนโยบายกัญชาของประเทศไทย เช่น ความพยายามผลักดันให้นโยบายกลับไปเป็นอนุรักษนิยมอีกครั้ง เป็นอีกส่วนหนึ่งของความสับสนของนโยบาย และงานวิจัยถกแถลงว่าความชาญฉลาดของประชาธิปไตยมีความสำคัญในการขับเคลื่อนกระบวนการนโยบายกัญชา
