Problems in International Relations from the Perspective of Thai Military Leaders Who Negotiated the Ban Romklao-Botaen Ceasefire Agreement of 1988

This article presents research findings about the perspective of Thai military leaders involved in the negotiations with senior Lao officers to read the Ban Romklao-Botaen Ceasefire Agreement of February 19, 1988. The Thai negotiations involved military officers who were graduates of Class 7 of Chulachomklao Military Academy under the leadership of Gen. Chavalit Yongchaiyudh whose relations with Chao Supanuwong, the leader of the Lao side, were good. The problems of international relations between Thailand and Laos surrounding the case at hand were found to have involved seven issues: (a) the international relations between Thailand and Laos and the domestic situations in both countries, (b) the border economy involving concessioned timber extraction held by Thai companies, (c) the unequal treaty that needed to be amended, (d) the situation when the Cold War was coming to an end and which presaged shifting alliances, (e) the existence of Thai military strategic villages involving former Communist Party of Thailand cadres, (f) the re-emergence in Ban Romklao of former actors of “The Tree Villages War,” and (g) differences over interpretation of the 1907 Siam-France Treaty maps regarding the border.
