Accountability, Governance problems and Suggestions: Case of The Teachers’ Council of Thailand

The Teachers’ Council of Thailand is a quasi-governmental organization that operates as the teachers’ license regulator. This article was divided into five parts. The first on dealt with the structure of the Teachers’ Council of Thailand and its networking governance concept; the second dealt with methodology; the third dealt with findings; the fourth dealt with suggestions for improvement and the fifth dealt with conclusions. The findings revealed the accountability problems and governance risk which were related to structure of the Teachers’ Council Board. In addition, they described who was accountable to whom, for what, through what process, based on what standard and resulting in what effects. The study found these accountability weaknesses that brought about such risks that undermined governance as unbalanced proportion of the Board members dominated by the interest group, the unaccountable members, the rule for self-interest protection, no clear accountability instrument and no sanction.
