This research is a study on creative tourism development in secondary tourism provinces within a provincial cluster in lower-northeastern Thailand, which includes Yasothon, Sisaket, and Amnat Charoen. The study aims to design a framework and recommend policies to develop creative tourism in these targeted provinces that can be used as a framework in the management of creative tourism development in other provinces. The research process was executed through documentary research, qualitative research, and area-based research. We collected data on economic and social backgrounds, resources within the areas, and fundamental structure of the provinces from both primary data and secondary data using in-depth interviews and focused group discussions. Our framework and findings reveal that the development of tourism in lower-northeastern Thailand towards creative tourism requires the development of tourist attractions to be more attractive or thoroughly responsive to tourists’ needs through experiencing or involving in creative tourism activities. Recommendations for sustainable creative tourism for each of the provinces are given based on different endowments and identities through creative tourism activities, learning, testing, seeing, and purchasing.
