Factors Influencing the Policy of Recruiting Civilian Defense Officials by The Office of The Permanent Secretary of The Ministry of Defence

Abstract

This research aimed to study (1) the level of policy implementation regarding the recruitment and appointment of civil defense officials under the Office of the Permanent Secretary for Defence; (2) differences in opinions based on personal factors; (3) factors affecting policy implementation; and (4) approaches to driving the implementation of the policy. This quantitative research involved a sample of 286 military officers under the Office of the Permanent Secretary for Defence, selected through simple random sampling. The research instrument was a questionnaire. Data was analyzed using frequency, percentage, mean, standard deviation, t-test, ANOVA, multiple regression analysis, and content analysis.

The findings revealed that (1) all six aspects of policy implementation factors were at a high level (x̄ = 4.11, S.D. = 0.44), with policy standards and objectives having the highest mean score. Overall policy implementation was also at a high level (x̄ = 4.16, S.D. = 0.46), with compliance with rules and regulations having the highest mean score. (2) Differences in gender resulted in statistically significant differences in opinions regarding alignment with strategic objectives at the 0.05 significance level, whereas age, position, and organizational unit showed no significant differences. (3) Factors affecting policy implementation included external economic, social, and political factors (Beta = 0.56, Sig. = 0.00) and resource factors (Beta = 0.14, Sig. = 0.03), both of which had positive effects on policy implementation. (4) A key approach to driving policy implementation is to develop a transparent, fair, and accountable recruitment and selection system in order to enhance organizational efficiency, confidence, and good governance.
