Universal Social Protection: A Rights-Based Approach to Basic Income Support

Abstract

This article examines the concept of basic income, its policy application in certain countries and the associated controversies in the midst of neo-liberalism. It employs a rights-based approach in examining the social protection system, seeing universal basic income as a socio-economic policy appropriate to all citizens and constituting the floor of social protection in line with the proposal made by the International Labour Organization (ILO). It argues that, in fact, in allocating benefits to target populations, attention should be paid to the provision of money and benefits without conditions. In sum, in the future, basic income needs to be considered in conjunction with social development, social work, and social welfare policies, as well as labour administration, such that social safety nets are designed to provide for coping with risks, insecurity, and other hazards to be faced in an age of neo-liberalism.
